松辽委水利信息化建设实践与展望

摘　　要：松辽水利委员会（以下简称松辽委）信息化工作在＂十一五＂期间,取得了一定成绩。特别是随着松辽委国家防汛抗旱指挥系统一期工程、松辽委电子政务（一期）工程项目、嫩江右侧水情自动测报系统、亚行贷款项目松花江洪水管理系统等方面建设的完成,在水利信息采集、收集、传输、存储、决策等方面,实现信息资源管理自动化和共享,提高了工作质量和效率,为各级领导提供决策支持,为松辽委行使流域水资源统一管理职能提供现代化的技术支撑,促进了流域管理现代化,使流域水行政管理水平产生质的飞跃。详细阐述了松辽委信息化的建设进展和已经实现的信息资源整合,并对松辽委下一步的信息化工作进行展望。Songliao water resources commission,MWR has gained great achievements in processing the information explosion process in water resources industry in ＂the eleventh five-year plan period＂.Especially along with accomplishment of the first-stage construction of state flood control and drought relief command system for the Commission,the first-stage project of E-government affairs,automatic acquisition and transmission system for water regime data of right bank of Nenjiang river as well as Songhua river flood information management system of Asia Development Bank loan project,Information resources administration automation and sharing have been realized in aspects of water resources information acquisition,transmission,storage,and decision-making etc.All of these have improved working quality and efficiency,provided decision-making support for leaders at all levels and modernized technical support for exercising function of water resources centralized management for the river basin,and promoted modernization of the river basin management,making a qualitative leap in water administration level for river basin.The paper elaborates promotion of the sweeping information explosion and accomplished information resources integration by the commission,and discusses its next step in the future.
