摘　　要：本文以郴州市新农合住院病人的自然流向为切入点,同时结合新农合运行过程中产生的问题,研究其发展变化规律,分析对各级医疗机构已经产生或可能产生的影响,制定应对策略.各级医院应根据自身特点,走一条切合实际,适宜可行,全面协调的可持续发展道路,特别是地市级医院要改变＂大小通吃＂量取胜的外延式扩张,走医教研相结合的内涵式科学发展道路.This study was aimed to investigate the New-type Rural Cooperative inpatient flow to hospitals at all levels in Chenzhou City, and combining with problems arisied during the operation of the new rural cooperative medical. After studying on the changes of inpatient flow, and the impact on medical institutions at all levels, then coping strategies was proposed. It is suggested hospitals at all levels should explore a comprehensive, coordina ted and sustainable development pathway according to their characteristics, especially in municipal hospitals, they should give up the ＂raises all＂ to win on the extensive amount of expansion, and combine teaching and research on medicine content for scientific development.
