非军工企业进入国防武器装备科研生产领域的现状、障碍及对策--基于陕西非军工企业视角下的研究

摘　　要：随着我国国防科技工业委员会颁布的《武器装备科研生产许可实施办法》的落实,以及大国防概念的建立和形成,一切非军工企业只要符合相关规定,都被许可进入武器装备科研生产领域,从事武器装备的科研和生产。这不仅有利于我国国防科技工业的改革与发展,而且也为非军工企业的发展提供了巨大的商机。陕西省非军工企业在科研、生产方面具有一定的优势,进入国防武器装备科研生产领域有着明显的有利条件。排除非军工企业进入国防武器科研生产的障碍,不仅有利于武器装备的科研生产,而且有利于非军工企业的发展,有利于区域创新体系建设的发展。As the ＂weapons and equipment research and production licensee＂（here in after referred to as the ＂Implementation Measures＂） promulgated by China＇s Defense Industry Committee is carried out and the concept of a large defense is established and formulated,all non-military enterprises that meet the relevant requirements have been permitted to enter weapons and equipment research and production areas,and have weapons and equipment research and production.This is not only beneficial to the reform and development of China＇s national defense industry,but also provide a huge opportunity to the development of non-military enterprises.Non-military enterprises in Shaanxi Province in the research and production have certain advantages,going to the field of defense research and production of weapons and equipment has obvious advantages.Exclusion of non-military enterprises to enter the national defense research and weapons research and production barriers,is not only conducive to weapons research and production,but also conducive to the development of non-military enterprises and the development of regional innovation system.
