论我国地方政府绩效管理的法制障碍及合理构建

摘　　要：20世纪90年代,全国很多地方政府在行政管理体制改革的实践中开展了政府绩效管理的实践活动。政府绩效管理还存在法律制度上的障碍,如果不能充分认识到法律制度上的障碍对政府绩效管理的影响,那么,政府绩效管理就会流于形式,出现形式化、运动化的问题。构建合理的法律制度才有利于绩效管理活动的开展,有利于绩效管理目标的实现。Since 1990s, under the background of the administrative systematic reformation, there have been practices of the management of achievement and efficiency of local government in China. Anyhow, there are legal hinders that influenced the effect of the management. Therefore, it is urgent to improve the construction of the management of achievement and efficiency of local government in China.
