摘　　要：在经济社会发展的不同历史阶段,水资源问题表现出不同的形式和性质,形成不同的约束条件及其解决方式与特点。在这些阶段的递进中,水资源的约束作用正逐步从次要位置迅速上升到主要位置,形成瓶颈性的制约。解决好水资源瓶颈性制约,促进水资源利用方式和经济发展方式在互动中不断转变,经济社会就能又好又快发展。In the development of economy and society in different historical stages,water problems show different forms and nature,form different constraint condition in different ways and characteristics.In these progressive stages,the constraint of water is gradually increased rapidly from a secondary position to the primary position,the formation of bottleneck constraints.Solve the bottleneck of the constraints of water resources,water uses and promote economic development in the interaction of changing economic and social development can be good and fast.
