对我国地方档案规范性文件制定技术存在问题的分析

摘　　要：我国地方档案规范性文件的制定和施行取得了很大的成绩,也存在一些不足。本文从制定技术的角度对地方档案规范性文件在制定根据、法律渊源与效力、名称、适用范围、颁布时间与实施时间的间隔、形式结构等六个方面存在的问题进行分析。The formulation and implementation of local archival normative document in China has made great achievements, as well as some deficiencies. From the perspective of technique of legislation, author analyze the existing problems from six respects： the basis of formulation; sources and force of laws; the name of local archival normative document; the scope of application of local archival normative document; the interval of promulgation and implementation of local archival normative document; the formal structure of local archival normative document.
