摘　　要：资源型城市经济发展既面临着资源逐渐枯竭、环境日益恶化的问题,又面临着新兴产业薄弱、经济转型困难的问题。要打破"矿竭城衰"的魔咒,实现可持续发展,必须尽快实施传统资源型产业的高新技术化、尽快引入高新技术项目形成新的经济增长点,而组建大型国有风险投资企业就成为其必然的战略抉择。Resource-based City is faced with two kinds of problems,one is the resources being exhausted and environment being polluted,the other is the weakness of new industries and the difficulty of economy transformation.To break the curse of ＂mine and city exhaustion＂ and realize the sustainable development,traditional resource industry＇s high-technologization and hi-tech projects＇introduction should be carried out as soon as possible.However,the strategic choice of resources-based city is to establish the large-scale state-owned venture capital firm.
