天津滨海新区的技术进步、效率提升与全要素生产率增长——基于Malmquist指数的测度  

Technical Change,Technological Efficiency and Total Factor Productivity Growth in Tianjin Binhai New Area:Measurement Based on Malmquist Productivity Index

摘　　要：基于数据包络方法(DEA)的Malmquist生产率指数对1999—2007年天津滨海新区工业技术进步、效率变动及全要素生产率(TFP)变化作了测度。分析表明:新区工业全要素生产率增长迅速,这主要得益于技术进步,而技术效率却有所下降;2002年之后技术进步速度加快,技术效率则进一步恶化。七大支柱产业中有六个产业的全要素生产率提高,位居工业各行业前列;外资企业处于技术前沿,集体和私有企业成为推动全要素生产率提升的重要力量,但国有企业和港澳台企业的技术水平不高,在各所有制经济技术水平不断提升条件下依旧处于水平较低状态。Using Malmquist productivity index based on Data Envelopment Analysis（DEA）,this paper gives a detailed measure and analysis on the technical progress,efficiency enhancement and TFP growth of Binhai New Area＇s industry over 1999-2007.The results show that during the period under study,the Binhai New Area experienced a rapid TFP growth and the major contribution of TFP growth in technical progress,while contribution of technical efficiency was inconspicuous.The technical progress accelerated after 2000 years;on the contrary,the technical inefficiency even deteriorated.Furthermore,we also find that six out of the seven pillar industries experienced obvious TFP growth.For various types of ownership firms,foreign investment firms lay in the technical frontier,at the same time;the collective and private firms grow rapidly and play important roles in enhancing the TFP growth.Furthermore,we find that the State-owned Enterprises and Industrial Enterprises with Hongkong,Macao,Taiwan and Foreign Funds lie in far from the technical frontier.State-owned Enterprises experienced rapidest technical progress;however,in the condition of the rapid TFP growth of all types of ownership firms,the technical level of State-owned Enterprises still lay in the lowest level.
