摘　　要：政府科技投入支持新兴产业发展是引导产业结构调整的政策工具。评价投入的有效性应依据效率和效益标准,重点评价目标达成度、投入产出的成本收益和创新绩效。该文建立起有效性评价的方法、模型和指标体系,并以863计划支持高技术产业发展的有效性评价及国际对比研究为例进行应用研究。It＇s a policy tool that the government ST input fosters emerging industries to adjust the stucture of industries.When we evaluate the ST input,the efficiency and effectiveness criterion should be chose and we should focus on the objective,cost-income balance and innovation performance.This paper establishes a series of method,model and index to evaluate the effectiveness of government ST input to foster emerging industries.Finally,it is used to evaluate the effectiveness on the 863 program to foster hi-tech industries and international comparison.
