基于相对承载力的土地利用规划修编研究——以南阳市为例

摘　　要：新一轮土地利用总体规划正在修编之中,如何有效协调土地利用与自然资源和经济发展的关系,统筹区域土地利用模式成为修编要解决的重要问题。南阳市相对承载力研究结论:南阳市综合承载力始终低于总人口,区域资源环境和经济发展承受着巨大的压力;土地资源承载力呈缓慢上升趋势,这源于南阳市耕地减少速度缓于全国速度;土地资源对综合承载力的贡献始终大于经济发展;南阳市经济承载力正向发展与逆向演替波动剧烈,区域经济活动不稳定性增加。结合土地利用总体规划修编中的土地利用功能分区研究,提出了南阳市各土地利用功能区的土地利用调控措施。A new round of land using plan is under revision. The effective coordination among the relationship of land utilization,natural resources and economic development,and reasonable arrangement of land use pattern of different areas,become important problems to land use planning revision. Thus study conclusions are as follows：Nanyang comprehensive synthetic resources carrying capacity is always lower than population; regional resources environment and economic development are under huge pressure; land resources carrying capacity is slowly rising,which results in the fact that Nanyang land decreasing speed slower than national average speed; the contribution of land resources carrying capacity to synthetic resources carrying capacity exceeds that of economic developmental carrying capacity; Nanyang economic developmental carrying capacity positive development and reverse succession change greatly,regional economic is instable. Based on above investigations,some suggestions on sustainable development of land resources are proposed. Combined with study of land use function division,we put forward land use control measures of different land use function division.
