摘　　要：公安院校是培养警察的摇篮,胡锦涛总书记明确指出:"在全部公安工作中,队伍建设是根本,也是保证。"公安院校教育教学质量直接决定着新时期警察的基本素质,是公安队伍建设的基础性环节,而教学质量提高的关键在于教学内容和教学方法的改革和创新,这也正是当前公安院校教育教学体系改革的方向标和动力源。为此,笔者就何为案例实战模拟教学法;在警察防卫控制训练中实施案例实战模拟教学法的步骤、特点、作用、效果和意义等作以阐述,使其为提高转制后公安院校新警的警察防卫控制和警务战术服务,改变当前警察防卫控制训练中普遍存在的"竞技化、形式化、过分军事化"的异化现象,使警察防卫控制训练和公安实战有机结合,真正实现其功效最大化,既在法律意识和自我防卫意识的统领下,使受训学员具备过硬的警察防卫控制和警务战术水平,真正达到"育警强警"的目的。Police college is the cradle to train police.General Secretary Hu Jintao clearly pointed out：＂In all the public security work,team building is the root and also the garantee.＂ The quality of public security education directly determines the basic quality of the police,which is the basic link of the police team building.the key to improve the quality of teaching is the reform and innovation of the content and methods of teaching,which is the direction and power source of current reform of the education system in the public security in- stitutions.To this end,the author illustrated what the teaching method of combat simulation of the case was;the steps,features, functions,effects and significance of the teaching method in the training of police defensive control,so as to serve for the new police defensive control and tactics after the restructuring of the college,to change the common alienation of ＂competitive, formalized and excessive militarization＂ in the current police training,combine the training of police defeasive control with the combat to achieve its true maximum of the effectiveness,that is under the legal consciousness and self-defense,make the trainees have excellent police defensive control and police defensive tactics level, thereby achieving the purpose of ＂educating police and strengthening police＂.
