摘　　要：我国小城镇发展正在走向城乡经济社会发展一体化新格局的重要转折时期,必须走以人为本的科学发展之路。文章在分析小城镇传统发展战略及局限的基础上,提出并论证了我国小城镇今后一个时期科学发展的指导思想、战略目标,认为小城镇科学发展战略的核心要贯彻以人为本,并在战略重点和战略实施中论述了如何实现以人为本这一核心。Development of small towns in urban and rural economic and social development are integrated into a new pattern of important turning point, must take the people - centered scientific development. This paper analyzes the small town of traditional development strategies and limitations,based on the proposed and proved our small town for a time of scientific development guidelines, strategic goals that small towns scientific core of edvelopment strategies to put people first, and in the strategic focus and implementation of the strategy discussed how to implement people - oriented of the core.
