摘　　要：社会评价广泛运用于社会发展项目尤其是投资项目中,但在中国还是一个新兴领域。新农村建设中社会评价的缺失导致农民的能动性不被重视,农民的潜力未被激发,农民朴素而有效的乡土知识被漠视,还可能引发行动失范和制度堕距等方面的问题。在新农村建设中引入社会评价,是新农村建设的思维转向,更是新农村建设的现实选择。Widely used in social development project,especially in investment projects,social evaluation remains a new concept in China.It is lack of social evaluation that has led to the neglect of farmers＇initiatives and their simple but effective vernacular knowledge,and undertapping of their potentials.These may only result in deviant behaviors,institutional lag,etc.Adopting the concept of social evaluation in constructing socialist new countryside means not only changes of perspectives,but a practical choice in the cause.
