摘　　要：乡镇政府机构改革既是农村经济发展和社会变迁的结果和动力,也是影响新农村建设进程的首要因素之一,但乡镇政府机构改革20多年来效果仍不尽人意。从行政生态理论的角度,分析影响乡镇机构改革的重要因素,并以此为突破口提出实现乡镇政府机构改革的实现路径。The reform of township governments＇institutions is not only the result and the motivation of the rural economic development and social transformation,but also one of the dominant factors influencing the construction of socialist new countryside.However,the township governments have failed to achieve the desired effects after almost 20 years＇reform.Based on the theory of ecological administration,the important factors in the reform of township governments＇institutions are analyzed,and the paths to achieve this reform are proposed.
