摘　　要：黄浦江上游流域防洪疏散计划的编制,旨在提高该地区的防洪能力,减少洪水造成的损失。提出了防洪疏散计划制定的4个基本步骤:①基础资料的收集与整理;②洪水风险的分析与计算;③洪水风险图的绘制;④疏散方案的设计。以此为依据,结合GIS等工具,设计规划出黄浦江上游流域相应工情和洪水频率组合情况下的防洪疏散方案。在初步分析和探讨了其有效性和可靠性的基础上,提出了疏散图精度不足等问题和今后的研究重点。The flood evacuation plan prepared for the upstream of the Huangpu River aims at improving flood control capacity and reducing flood losses in the region.This paper presents four basic steps to develop a flood evacuation plan,which involves collecting and sorting out basic data,analyzing and calculating flood risks,mapping flood risks,and planning evacuation.On this basis,the flood evacuation plan in the case of the corresponding combination of Dyke Burst conditions and the flood frequency of the upstream of the Huangpu River are carried out.Based on a preliminary analysis and discussion of its validity and reliability,the weaknesses of flood evacuation maps,including a lack of precision,are discussed,and future research priorities are proposed at the end of this paper.
