从分区点轴推进到“两环”联合开发──论河北省内外空间联合开发模式

摘　　要：本文认为河北省实施“环渤海，环京津”的“两环”空间开发模式，实质只针对了省际联合开发问题，且环渤海开发的时机还未成熟。省内开发应分南北两区，北部以唐山市为中心，联合京津构成三角增长极，然后向四周作梯度推进。南部以石家庄市为中心，邯郸市为副中心，沿石邯一线形成发展轴，然后向东西两翼梯度推进。其完整的空间开发模式应是省内外联合开发，分四个步骤，即分区培育增长极，点轴梯度推进，京津冀联合开发，环渤海大联合开发。Hebei has two spatial development models, inside development and outside development. The former divide Hebei into northern district and southern district. The northern development should circle Tangshan city, coordinate Beijing and Tianjin. Its first spatial developmental stage is to form a growing delta by Beijing, Tianjin and Tangshan. Its second stage is to develop from the economic delta to periphery. The southern development should circle Shijiazhuang and Handan. Its first spatial developmental stage is to from a developmental axle linking Shijiazhuang and Handan and its second stage is to develop economy from the axle to the east and the west. So the complete spatial developmental model for Hebei province should integrate inner development with outside.
