摘　　要：军队政治机关制度在人民军队的发展壮大过程中发挥了重要作用,出于对这种效果的推崇,改革开放前其被借鉴移植到国家机构构建之中,政治机关至今仍然存在。但军队是一种特殊的社会组织,把军事组织的制度、管理机制和经验广泛运用于国家机构构建之中,既产生了积极作用也带来了消极后果。The army political organization system played an important role in the process of the PLA’s development.Due to the effect of praise,this system was transplanted to the construction of the state institution before reform and opening-up,but the political departments still exist.Army is a special kind of social organization,to make the construction military organization’s system,the management mechanism and the experience widely utilized in the state institution construction not only generates active results but also negative consequences.
