乌昌经济区耕地现状与保护对策研究

摘　　要：对乌昌经济区的耕地现状进行分析,发现经济区耕地保护存在以下问题:耕地总量的变化率较小,基本农田与耕地质量不相匹配,耕地转向建筑用地步伐加快,部分市县未能实现耕地占补平衡,耕地保护过于关注耕地数量而忽视耕地保护的内涵。针对上述问题,提出一系列对策建议,以期最终实现乌昌经济区耕地保护与经济协调发展。The farmland present condition in Urumqi-Changji economic area was analyzed,and found that the economic area existed problems of farmland protection as follows：Farmland total change rate was less;the basic farmland and quality was not match;the farmland turned to constructive ground was enlargement;partial city failed to achieve the balance of quantity;farmland protect paid much attention to the farmland quantity but ignored the connotation of farmland protection.According to the above mentioned problem,some countermeasures and suggestions were put forward to realize the Harmonious Development of land protection and economy in Urumqi-Changji economic area.
