摘　　要：低碳经济的发展仅靠单一市场规则是无法实现的,"市场失灵"的出现要求政府必须承担一定责任。政府可通过一系列政策工具和多种有效路径促进低碳经济发展。The development of low carbon economy can not only rely on single market rule and government must shoulder some responsibility for the occurrence of ＂market failure＂.Government may boost the development of low carbon economy by a series of policy instruments and multiple effective ways.
