成都平原农村富余劳动力转移安置分析决策系统构建探讨

摘　　要：随着成都平原工业化,城镇化进程的加速,富余劳动力转移安置问题日益明显。针对逐步多元化和复杂化的政策,迫切要求成都平原建立一个有效的分析决策系统,帮助政府部门正确评价农村富余劳动力转移安置政策,实行后果及副作用进行预期估计,以保证新的政策能有效实施。笔者结合成都平原实际情况,从建立的意义、途径、保障措施等方面对构建成都平原农村富余劳动力转移安置分析决策系统进行了探讨。With the acceleration of Chengdu plain industrialization and urbanization,the problem of surplus rural labor transfer is increasingly apparent.According to diversified and complicated policy,an effective decision-making system needs to be established in Chengdu plain urgently to help the government department evaluate the transfer policy of surplus rural labor correctly,to estimate the consequences and side effects,and to ensure the new policies could be carried out effectively.Combined with Chengdu plain＇s actual situation,the transfer analysis and decision policy of surplus rural labor is discussed from aspects of significance,ways and security measures.
