摘　　要：介绍了我国水资源人均占有量低,加上时空分布不均,使得我国成为一个水旱灾害频发、水资源短缺、水污染严重、生态环境脆弱的国家的基本情况,从饮水安全、防洪安全、粮食安全、供水安全、生态安全5方面论述了我国水资源需求安全保障情况,提出建设节水防污型社会,以水资源的可持续利用,保障经济社会的可持续发展。This paper introduced China＇s basic facts in water resources and utilization, which are characterized by a low water quantity per capita, the uneven distribution both in time and in space, frequent droughts and floods, lack of water resources, severe water pollution, and vulnerability in ecological environment. This paper addresses the issue of China＇s water supply security in terms of safe drinking water, anti-flood safety, food security, water supply security, ecological security, and brings forward the construction of the water-saving and pollution-proof society to guarantee the sustainable utilization of water resources and sustainable development of the society.
