摘　　要：针对目前建设项目普遍存在的"概算超估算、预算超概算、决算超预算"三超问题,分析了建设项目超投资的原因,在此基础上提出了控制建设项目超投资的基本对策,并进行了具体阐述,以期达到投资控制制度化、投资行为规范化、投资效益最大化的目的。In view of common existing three exceeding issues of ＂financial estimation exceeding budget, budget exceeding financial estimation and final accounts exceeding budget＂, this paper analyzes the causes of construction project exceeding investment, and puts forward basic coun- termeasures for controlling construction project exceeding investment, and carries on specific illustration, with a view to achieve the goals of in- vestment controlling standardization, investment action regularization and investment effect maximization.
