摘　　要：涉外锅炉分包产品的增多需完善其质量保证体系。SBWL以项目经理负责制，形成技术准备、生产计划和质量保证为3大板块的模式。合同谈判是质保体系的首要环节，签约前采取分散与集中的方法澄清疑问；质量计划需符合合同要求，可操作性强；质保人员要动态掌握ASME规范的变动情况并及时予以落实。选用ASME规范材料是关键；技术文件及其修改都须按原程序经外商或AI审核签字；制造过程采用COL控制，各控制点需严格见证后方可转入下道工序；做好不符合项的预防、报告和纠正，加强与外商的沟通。外商对ASME规范钢印及产品标识、标志、油漆、包装及质保文件等方面要求也同样值得注意。Increase of foreign subcontracted boiler products requires to perfect the quality assurance system. By Project Manager responsibility system, SBWL adopts three-part model, technolgical preparation, production plan and quality assurance. Contract negotiation is the first key link for QA system. Questions shall be collected after QA study of contract documents by relevant departments before signing contract. Quality plan shall meet contract requirements with high implementing availability. QA staff shall know the changes of ASME Code well and put them into effect in time. The key point is to select ASME Code material. Specifications and modifications thereof shall be reviewed and signed by customer or AI in accordance with procedures. Manufacturing process is controlled through Check-Off List. Each inspection point shall be strictly inspected before transferred to the next operation. Precaution, report and correction of non-conformance items shall be performed well. Besides, attention shall be paid to requirements in identification, mark, painting, packing and QA documents.
