摘　　要：在阐述需求侧管理保障体系主要内涵的基础上,结合国内外需求侧管理(Demand Side Management,简称DSM)的具体现状,研究了国外典型国家在DSM保障体系方面的先进经验,并根据我国DSM实施中存在的问题,探讨了国外经验对我国需求侧管理保障体系建设的重要启示,对我国需求侧管理长效机制的建立具有非常重要的现实意义和理论价值。Based on the presentation of the main connoation of demand side management security system,combined with the specific situation of domestic and external demand side management（Demand Side Management,referred to as DSM）,the advanced experience of DSM security system in some typical foreign nations was researched.According to China＇s problems in the implementation of DSM,the enlightment of advanced experience to the construction of demand side management security system in our country was discussed,which had important practical significance and theoretical value to the construction of long-term DSM mechanisms in China.
