摘　　要：西方保守主义构成了精英民主的政治哲学基础。精英民主看重政治决策质量,认为民主只是手段而非目的,对大众的政治参与持怀疑态度。精英政治之所以存在的原因在于文化结构的前现代性,当代中国应培养现代性的协商政治文化结构来规制精英政治的弊端。Western conservatism is the philosophical base of elitism democracy.Elitism democracy emphasizes quality rather than quantity of political decision,and insists democracy is means rather than end intention.In modern China,because of character of culture structure is pre-modernity,elitism politics will play a role in Chinese politics.We must lead it through deliberative democracy.
