基于博弈论的生态旅游环境保护规划政府规制效用分析

摘　　要：环境保护机制的缺失,使"生态旅游离生态更远"成为我国的尴尬现实。文章构建政府和企业的博弈模型,从政府规制角度对企业制订和实施生态旅游环境保护规划的行为进行分析,得出博弈双方的均衡战略:政府执行有效监管,对不实施环境保护规划的企业予以适当的惩罚,可以促使企业自觉实施生态环境保护规划,从而证明政府规制企业实施生态旅游环境保护规划能取得很好的效用。Missing the environmental protection mechanisms,leading to the embarrassing reality that China’s eco-tourism far away forms the ecology.This paper assumes that the government introduced the relevant laws and regulations to regulate the tourism enterprises to develop and implement the protection program of eco-tourism environment,build the game model of government and enterprises,from the perspective of government regulation to analyze the behavior of enterprise develop and implement the protection program of eco-tourism environment,obtain the balanced strategy of the two game sides：the government implement the effective supervision and constitute appropriate punishment on the enterprises who didn′t implement the protection program of eco-tourism environment,urge the enterprises to implement the protection program of eco-tourism environment by themselves,thereby prove the government regulate the enterprises to implement the protection program of eco-tourism environment can make a good effect.
