摘　　要：根据在省级政府外商投资主管部门和城市水务企业的实践经验,运用PPP模式的原理,借鉴PPP模式的一般运作模式、运作流程、实现路径,结合城市水务业具有自然垄断性、公共性等特点,通过演绎推理的方法,构建了包括政府/政府公共管理部门、政府授权投资机构、PPP项目公司、外国投资者、公共产品消费者、相关利益体六方参与主体在内的城市水务业外商投资PPP运作模式及相应的运作流程、实现路径。Based on practical experience in foreign investment department of provincial government and urban water business,the paper,by deduction,builds operation mode,operation process and realization path of PPP mode of foreign investment in urban water utilities according to public features of natural monopoly of urban water utilities,which includes government or government public administration,government-authorized investment institution,PPP Project Company,foreign investor,consumers and relevant interest groups.
