摘　　要：文章对住房公积金资金运行的重要工具——利率进行了初步的探讨,首次提出了住房公积金利率管理的五大原则,并对利率设计应考虑的社会经济和国家政策两个层面进行了多因素分析,列出了当前该领域存在的问题,给出了建立和完善富有弹性的利率形成和管理机制的政策建议。The interest rate has been the important instrument for housing fund operation. This paper makes an initial research about the issue and puts forward five principles to manage the interest rate of housing fund for the first time. And then it makes a several factors analysis on interest design at the level of social economy and national policy. The paper also points out some problems in this field and presents some advices to establish and improve the flexible mechanism of interest rate.
