农村部分计划生育家庭奖励扶助制度养老保障分析

摘　　要：我国自20世纪70年代实行计划生育政策以来,取得了非常明显的成效。如今,带头实行计划生育的夫妇已经陆续进入老年生活阶段,为了解决他们的养老问题,国家人口和计划生育委员会等部门提出"农村部分计划生育家庭奖励扶助制度"。本文从社会保障学角度,分析这一制度从全面实施到现在所取得的养老保障作用和存在的不足,并就如何加强这项制度建设提出了一些建议。China＇s family planning policy has achieved significant accomphsments since 1970s. Nowadays, the couple followed the family planning policy have become old. To support them in their old age, the National Population and Family Planning Commission joined by other departments proposed ＂ Financing System toward Some Rural Family - Planning FamiLies. ＂ The paper discusses the function and points out the weakness from the perspective of social security during the implementing period, moreover,it also gives some suggestions on improving the system.
