摘 要:针对区域专利战略问题,依据系统工程理论和协同学理论,采用序参量法,建立了区域专利战略系统及其协同框架,并给出了对系统协同度进行量化的区域专利战略子系统有序度模型以及系统协同度模型,实证分析了黑龙江省专利战略的协同状况.研究发现,区域专利战略系统是由专利开发、保护、运营战略子系统构成的,其运行过程是子系统间通过自组织实现协同发展的过程,序参量反映区域专利战略的有效性,控制参量是区域专利管理部门的工作;黑龙江省专利开发、保护战略子系统实现了有序化发展,但专利运营战略子系统的无序化发展仍然导致系统协同度不高,专利战略有效性较差.In view of the issue of regional patent strategy, a new strategy system and its cooperative framework based on system engineering theory and collaborative theory were established using the order parameter method. This method provided order degree models and synergetie degree models to quantify the collaborative degree of the system, taking Heilongjiang Province as an example to make an empirical analysis. It found that the system of regional patent strategy is composed of the patent development and protection as well as the operation of strategic subsystems, which are running through the inter-sub-system self-organization process to achieve co-development, of which the order parameter is the validity of regional patent strategy and the control parameter is the work of regional patent administration departments. As for Heilongjiang Province, orderly development exists between sub-systems of patent development strategy and patent protection strategy, but the disorder of the patent operation strategic sub-system still leads to a lower synergetic degree of the system and poor effectiveness of patent strategy.
