摘　　要：目的:为政府制定麻风病防治策略与技术措施提供科学依据。方法:采用现况调查对黔南州历年来所有登记在册的麻风病人,按照《麻风病人现况调查表》和《麻风患者畸残记录表》逐一进行调查。结果:黔南州麻风病年发现率和患病率呈下降趋势,Ⅱ级畸残率仍维持在较高水平。在存活的652例畸残者中,劳动能力部分丧失333人(51.1%),完全丧失76人(11.7%);生活自理能力部分丧失211人(32.4%),完全丧失39人(6.0%);一定数量的畸残者居住环境十分恶劣,生活极度贫困。目前要解决450人的低保、158人的新农合、300人的残疾证、288人的身份证、38人的户口簿、109户的危房改造、721人次的手术和防护用品用具。结论:黔南州麻风病疫情态势不容乐观,社会歧视和偏见依然存在,麻风病人基本生活难以保障,应建立长期可持续发展的运行体系和管理机制,采取以健康教育为基础,增强群众健康意识,引导群众积极主动参与防治工作,积极发现治疗现症病人,落实社会基本保障体系为主的综合防治措施,有效提高其生产生活质量,预防控制严重危害人民群众身体健康的麻风病。Objective ： For the government to develop leprosy control strategies and techniques to provide scientific evidence. Methods ： to investigate the status of all registered Qiannan over the years the lepers, in accordance with the ＂ Current Status of leprosy＂ and the ＂ leprosy patients with abnormal residual lists＂ one by one investigation. Results： Alternating the leprosy detection rate and prevalence rate in decline, Ⅱ grade abnormal residual rate at a higher level. In the survival of 652 eases of abnormal disabled persons, the ability to work part of the loss of 333 （51.1%）, total loss of 76 （ 11.7% ） ; of daily living in part of the loss of 211 （32. 4% ） , total loss of 39 people （6.0%） ; Abnormal number of very poor living conditions of disa- bled persons, living in extreme poverty. The current low level of security to solve the 450, 158 new rural cooperative, 300 disability certificate, identity card 288 people, 38 of the booklet, and 109 of the repair of dangerous buildings, 721 people in the surgery and protective equipment supplies. Conclusion： Alternating the leprosy epidemic situation is not optimistic, social discrimination and prejudice still exist, hard to guarantee the basic livelihood of leprosy patients, Long - term sustainable development should be established operating system and management mechanism, to take based on health education, and strengthen their health awareness, and guide people active participation in the prevention and treatment work, and actively find Zhiliao infected patients, The implementation of basic social security system based comprehensive prevention and control measures to effectively improve the production quality of life, prevention and control of serious harm to health of the people of leprosy.
