产粮大县面临的问题与地方政府决策的困局——基于安徽经验

摘　　要：2010年全国符合产粮大县条件的有近800个县,其中安徽省42个。虽然中央财政对农业大县的奖励不断提高,但中央对产粮大县的战略定位却不利于这些县地方经济建设的统筹发展,产粮大县的社会经济问题日益突出,使地方政府在促进地方社会经济发展中难以兼顾,这里以一些地方政府的决策经验做法反映地方科学民主决策的困局,并试图给出解决问题的思路。In 2010,there are nearly 800 counties that meet the conditions of major grain-producing counties,including 42 ones in Anhui Province.Although the central government incentives to major grain-producing counties increase constantly,the central strategic positioning of major them are not conducive to their overall development.Because socio and economic problems have become increasingly prominent in these counties,local governments find it difficult to take overall considerations in promoting socio and economic development.As experience and practice of some local governments in decision-making reflect the dilemma of local scientific and democratic decision-making,the paper tries to give solutions to those problems.
