摘　　要：排污权交易是一种以市场机制为基础的污染控制方法,能够在控制排污总量的前提下提高污染治理效益。建立排污权交易制度是解决城市群建设中环境问题的有效手段,在提高企业的减排积极性,保持城市群的自然生长力;提高资源配置效率,降低城市群整体治污成本;促进新兴产业发展,优化城市群的产业结构等方面具有重要意义。Emission trading is a pollution control method based on the market mechanism, which can promote the pollutionabatement efficiency on the premise of the total amount control of pollution discharge. Setting up the emission trading system is an effective measure to solve the environmental problems in urban agglomeration construction, which plays a significant role in the following aspects including enhancing the enthusiasm of enterprises for emission reduction, maintaining the natural growth ability of urban agglomeration, promoting the efficiency of resources allocating and reducing the total cost of pollution control.
