循环经济理念下湖南绿色展览业导向政策研究

摘　　要：展览业并非"无烟产业",展览商品在生产、运输、展示等过程中,必将带来较多的环境问题。近年来湖南展览业虽然出现快速发展,但"循环经济"的内涵及无形价值一直没有被大多数人所重视,湖南需要发展以循环经济理念为指导的绿色展览业。为此,湖南必须构建合理的绿色展览业导向政策体系,需要明确政府的职能与定位,建立与健全产业规划、产业布局、财政税收、行业监管、法律保障和人才培养等导向政策。Exhibition industry, is not a ＂smokeless industry＂, the exhibition of goods in the production, transportation, and exhibition process will bring more environmental problems. In recent years, Hunan has achieved the rapid development of exhibition industry, but the ＂recycling economy＂ and the intangible value of the content has not been valued by most people, so Hunan needs to develop circular economy concept as the orientation of the green exhibition industry. To this end, we must construct a reasonable green-oriented policy system for the exhibition industry, identify the functions of the government and positioning, make a healthy industry planning and personnel training-oriented policies of industrial distribution, financial and tax, industry regulation, and legal guarantee.
