试论土地储备与城市理性增长

摘　　要：通过资料收集、图表分析等方式从规范土地市场运作、促进土地集约利用、保证土地利用总体规划和城市规划的落实等方面阐述了土地储备对城市理性增长的作用方式,以及城市理性增长的作用内容。通过对土地市场的供给和需求两个方面分析对城市理性增长的作用机理,并呼吁只有规范土地储备行为,才能推进城市的理性增长。从而得出土地储备将有助于实现城市的理性增长,城市的理性发展又反过来不断地完善了土地储备,它们之间是一种互动的关系。Through data and graph analysis methods, the paper analyzes the influences of land reserve on rational urban growth in standardizing the operation of land market, promoting the intensive use of land resources, guaranteeing the overall planning of land utilization and implementing city planning. Based on the analysis of the action mechanism of both the demand and supply in land market on urban rational growth, the paper argues that only through standardizing the action of land reserving can rational urban growth be boosted. It is concluded that, with an interactive relation between the two, land reserve would help to actualize rational urban growth and rational unban growth would optimize land reserve in return.
