摘　　要：土地利用总体规划是整个土地管理工作的"龙头",是实现土地资源可持续利用的重要手段。县级土地利用总体规划是土地利用总体规划体系的核心部分,具有"承上启下"的作用,涉及到社会、经济、生态环境、城市建设等重要领域。目前,第三轮土地利用总体规划修编工作已经开展,学术界对县级土地利用总体规划的理论方法、现行规划存在的问题以及对策进行了探讨和研究,并在修编方法、实施管理、规划系统等方面,对新一轮县级土地利用修编工作提出了新构想。选取2002-2009年的相关文献进行系统梳理与评析,并对我国县级土地利用总体规划的研究趋势进行了展望,为进一步的研究提供参考。The General Land Use Planning is the leading of land administration which is an important means to achieve sustainable use of land resources. As the hard core of Land Use Planning System, County-level Land Use Planning has ＂links the preceding with the following＂ function, related to social, economic, ecological environment, urban development and other important areas. At present, the third round of the Land Use Planning has been carried out. The academic circle has carried on the discussion and research on the theory of County-level Land Use Planning, the current problems existing in the planning as well as the countermeasures. At the same time, new idea has been put forward for the new County-level Land Use Revision Work in terms of implementation in revision method, management, planning system, etc. In order to give the reference for further studies, the paper summaried and reviewed the related literature form 2002 to 2009.
