摘 要:首先对目前学术界存在的关于价值工程的"最低费用"、"最大价值"及功能—全寿命周期费用曲线的模糊概念和错误应用提出问题,总结和创新性地给出了价值工程的内涵,从微观和宏观层面上进行了科学分析和解释,指出:功能—全寿命周期费用曲线上的费用最低点并不是价值工程要找的点,价值工程要找的点是价值最大的点。辨析了价值工程的"最低费用"与功能—全寿命周期费用曲线上的最低点两者不同的涵义。文章论述了开展价值工程如何确定价值最大的点和合适的功能水平及对应的全寿命周期费用,分析证明了该点是价值最大的点。最后,基于上述观点,用系统论的思想论述了开展价值工程的思想方法。The definitions and applications of "best value", "lowest cost" and the function-whole life-cycle cost curve in value engineering are firstly introduced and called into question. Then our viewpoints are proposed and scientifically analyzed from micro and macro level that the point to be found in value engineering is not the lowest point in the "lowest cost" and the function-whole life-cycle cost curve but the point of the best value. The two lowest points in "lowest cost" and the function-whole life-cycle cost curve are analyzed and distinguished. In addition, how to decide the best value point, appropriate functional level and the cost of function-whole life-cycle are discussed and verified. At last, the system theory-based method is put forward to carry out the value engineering.
