摘　　要：本文对农业社会、工业社会条件下的政务信息处理方式和行政价值取向做梳理,考察行政伦理的发力的社会条件,从历史演变角度剖析传统行政伦理现代转化的历史发展逻辑,尤其是政务信息处理和传播方式随着两种行政模式的转变而相应变化的特点,探察在这个逻辑运行的背后潜藏的行政伦理规范演变的规律性。This paper combs the handling way of government infformation and the administrative value orientation under the conditions of agricultural society and industrial society, examines the social conditions under which the administrative ethics have an effect, analyzes the logic historical development of the modern transformation of traditional administrative ethics from the perspective of the historical evolution, especially the characteristics that the handling and transmission way of government information changes correspondingly with the transformation of the administrative mode, and detects the laws in the transformation of the administrative ethics hiding behind the running of logic operation.
