新农村建设中创新农村公共产品融资渠道问题探析

摘　　要：要满足新农村建设中的公共产品有效供给的资金需求,单靠政府财政是不行的。如果能够把开发性金融融资渠道作为农村公共产品有效供给融资中的一种重要途径和有效方式,切实使这一渠道得以确立、完善和创新,通过市场机制和政府机制"双轮"驱动,吸引社会资金投入,农村公共产品有效供给领域的发展渠道和空间就会得到极大的开启和拓展。文章基于开发性金融融资渠道的视角,阐述了该融资渠道创新对化解农村公共产品有效供给融资困境的优势,并分析了其在支持新农村建设中的农村公共产品有效供给中的巨大的政策效用和实践意义。Government finance can not meet the current funding requirements in the effective supply of public goods of urban and rural development,financing channels of development-finance should be an important means and effective way of financing in the effective supply of public goods in rural areas.If this channel can be established,improved and innovated,through the market and government system ＂wheel＂ driving to attract social funds into effective supply of public goods in rural areas,and the space of its development will be a great channel to open and expand.Based on the perspective of financing channels for development-finance,it expounded on the advantages of resolving the financing plight of effective supply of public goods in rural areas,and analyzed the great effectiveness of policies and practical significance of development-finance in support of the effective supply of public goods in rural areas in.urban and rural development.
