摘　　要：以基本医疗服务政策性亏损为分析对象,总结国内外不同的政府补偿方式,并根据补偿依据的基础将其分为基于成本和基于服务产出两类,分析比较不同方式的优劣势,提出政策建议,从而为政府对公立医院基本医疗服务进行补偿提供参考。The national health reform on public hospitals has focused on the conversion of compensation mechanism,bringing about more requirements for governmental compensation such as scientific basis and improved methods.This paper summarized and compared different compensation methods of cost-based and service outcome-based classification,in order to provide decision making with practical pathway to compensate public hospitals for their essential medical services.
