摘　　要：本文首先分析了电信行业面临的威胁与挑战,介绍了电信运营商转型的优势以及运营和商业模式转型的方法,提出了分布式智能开放系统,重点讨论了系统架构和关键技术。The new threats and challenges of telecommunications were described.The superiority of telecommunication operators transformation,operations and business model transformation method were analyzed.Then a new concept of distributed intelligent open system was proposed,which was realization of public computing communication network.The architecture and key technologies of DIOS were discussed in detail.
