改进财政存款缴存管理的探讨

摘　　要：财政存款缴存业务是中央银行的一项日常业务,现行财政存款缴存管理制度存在缺乏系统性;财政存款缴存方式和操作手续繁琐;财政存款管理手段落后,监督效果不佳等问题。应采取出台《财政存款缴存管理办法》;改变财政存款缴存方式;前移财政存款监督关口等措施,以改进现存的财政存款缴存管理制度。Financial savings deposit is one of the central bank daily businesses, but a series of problem exist in the current management system, such as lack of systematicness, cumbersomeness in operating procedures, outdated management, ineffective supervision and so on. To improve that, many measures should be taken including promulgation of the ＂Administrative Measures for Financial Savings Deposit＂, alteration of operating procedures, and advanced supervision of financial savings.
