摘　　要：政策"决策后论争"是公共政策过程中一个重要的但又容易被忽略和混淆的环节。决策后政策论争主要发生在政策决策结果合法化、政策执行、政策评估等阶段上。它是因政策制定阶段上由政府部门中的个体、团队和组织所构成的政策活动内部结构本身与由公众、利益团体、政策咨询者所构成的政策活动外部结构本身及其两者之间所存在的信息沟通障碍而发生的。政策决策中政策信息利用的不完整、沟通进行的不充分、利益表达的不全面为决策后政策论争提供了必然而又合理的依据。决策后政策论争是增进整体政策过程民主化的重要体现和保证。它履行着弥补政策决策失误,促进政策博弈持续化,保证政策活动理性化,推动政策观念制度化的功能。Argument about policy after decision-making is an important but easily neglected and confused part of public policy. It appears mainly during the stages of valid decision results, policy application and evaluation, etc. due to lack of communication between the inner structure constituted by individuals, groups and organizations in the government and the outer structure constituted by the public, organizations of interests and policy consultants. It offers a necessary and reasonable basis for the argument because of use of fragmented information in the decision-making, lack of communication and incomplete expression of interests. The argument is an important expression and guarantee of improving the democracy of overall policy process and plays a role in correcting mistakes in decision-making, improving continuous policy gaming, guaranteeing rational policy activities and pushing forward the systemization of policy concept.
