基于博弈论对我国移动号码携带实施关键因素的分析

摘　　要：本文对英国、中国香港、爱尔兰三个国家和地区在实施移动号码携带业务前开展的可行性分析和成本测算报告进行了分析，可以看出政府监管部门都是从社会总体利益和成本的角度出发，对号码携带实施的可行性进行判断。在此分析基础上，本文描述了我国号码携带实施中参与博弈的各方，提出了基于Hotelling的网间移动号码携带博弈模型，着重对号码携带实施过程中涉及的建设成本和转换成本对博弈结果的影响进行了分析，并在分析结果的基础上，提出了在我国实施号码携带业务的建议。This paper studies on feasibility analysis and prime cost calculation report of launching Mobile Number Portability （MNP） service before actual deployment in UK, HK and Ireland. It is obvious that most regulatory departments would like to determine the feasibility of deploying MNP service from the point of social public interest and cost. Based on above conclusion, we describe each party participated in the gaming of deploying MNP service and put forward a mode/of gaming on the basis of Hotelling. This paper also focuses on analyzing construction cost and switching cost involved in the process of implementing MNP service respectively. More importantly, we bring up relevant proposals to deploy MNP service in China.
