摘　　要：文化在经济发展过程中并不总是保持着一种持久的适应性。青海祁连的牧区经济自改革开放以来获得了飞跃发展的同时,也由于文化不适而引起了一系列社会、环境问题。发挥文化调适和牧区民众的主体性作用,建立现代畜牧业、完善畜牧业体系,稳固人口政策、多途径实现牧区劳动力的转移,重塑草原生态、增加牧区民众收入,对畜牧业经济的可持续发展有重要意义。In this paper,the author argued that it is of great significance to bring into play of cultural adaptation and the common people in pastoral area as main body,establish modern animal husbandry,perfect animal husbandry system,stabilize population policy,achieve transfer of labor forces in pastoral area by many means,reconstruct grassland ecological system,increase income of people in pastoral area.
