连云港沿海开发中的融资问题研究

摘　　要：分析了连云港市的融资现状,如资金需求巨大、融资平台运作缺少市场化手段、融资渠道较为单一等,提出应借鉴外地成功的融资经验,拓宽连云港市的融资渠道:一是完善政府融资平台,培植政府投资主体;二是加速金融机构建设,提供有利的信贷资金保障;三是发行债券融资作为融资补充;四是尝试发展股权投资基金融资,创新融资方式;五是实施海洋的资产化管理。同时,建议应适度控制地方政府的负债规模,防范融资风险。The status quo of financing in the coastal development of Lianyungang is analyzed,including its great demand of capital,the lack of marketing means in financing and the call for the widening of financing channels.On such a basis,it is proposed that local government should learn from the success of other cities.To be concrete,the local government should regard itself as the subject of investment and establish a financing platform,speed up the building of financial setups to provide favorable credit funds,and issue bonds as financing supplements.Meanwhile,it should innovate the means of financing by setting up share-holding investment funds,manage the sea as its resources,and minimize financing risks by controlling its liabilities.
