摘 要:"海陆一体化"自20世纪90年代提出以来,已成为学术界探讨科学发展问题的关注点之一。本文在进一步界定概念的基础上,侧重从经济学基本理论视角,对其合理性和正当性做出解释,指出了它在海陆优势互补、产业链再造、交易成本节约、外部性内化方面的意义;阐述形成海陆一体化的经济动因;提出在管理层面响应经济内在要求的5个领域,即临海产业发展、港口-腹地一体化、交通线路海陆通盘布局、跨海大桥和海底隧道工程、环境污染的海陆综合治理。最后,简述了推进海陆一体化的条件。In the concept of "sea-mainland integration",Ever since it was ushered in the 1990s,has become one of the prevalent topics among the academic circle in their researches on the scientific development.This paper starts from a further definition of the concept,and goes on explaining its reasonableness and justification in the greater perspective of basic economic theories by identifying in details its significance in the complementary mainland-sea integration,remoulding of industrial chains,transaction cost efficiency and eliminating the externalities.In addition,the paper introduces five areas to realize the intrinsic economic needs by means of better planning and administration,namely industry development in areas proximate to the sea,integrated development of port and its hinterland,interconnection of mainland and marine transportation routes,building of trans-sea bridges and sea tunnels,as well as integrated treatment of environment pollutions both on the mainland and the sea.Last but not the least,the paper briefly describes the conditions to promote sea-mainland integration.
