摘　　要：提高农村党员动态管理科学化水平,是党的建设科学化题中应有之义。农村基层党组织必须在"城乡一体信息采集管理"系统中科学界定农村基层党组织信息采集职能,在"城乡一体组织双重管理"格局下加强与流入地党组织的分工、协作与配合,在"城乡一体关怀激励管理"网络内把教育管理与关怀服务相结合,在"城乡一体网络互动管理"平台上不断提高信息管理技术水平,在"城乡一体组织建设"工作机制下开展"新生代农民工"的党员培养和发展工作。The advance of the sdentific level of dynamic administration of rural Party members has become a key point in the construction of the Party. Firstly, we should scientifically commit the function of information-col- lecting of rural Party organizations in the administrational system of Rural-Urban Information Collecting. Sec- ondly, reinforce the assigning of working with the inflow places in the system of Rural-Urban Dual-administra- tion. Thirdly, combine the educational administration and the care services in the system of Rural-Urban Caring and Powering. The forth, continually improve the technique level of information administrating in the system of Rural-Urban Mutual-Networking. And train and develop members from new-generation migrant workers under the system of Rural-Urban organization development.
