摘　　要：从区域创新系统概念的形成和发展过程来看,区域创新系统其实是一种分析创新活动区域化的工具,概念的模糊导致研究结论缺乏一致性,因此首先需要辨析区域创新系统的系统性内涵,在此基础上讨论区域创新系统的异质性问题,最后给出一个可能的研究框架并提出一些政策启示。The regional innovation system（RIS） is a tool to analyze innovation region from an evolutionary perspective.The fuzzy of concept leads to a lack of consistency in research results.So the systemic content of RIS must first be illustrated.On this basis,this paper discusses the heterogeneity of RIS,and puts forward a possible research framework and some policy implications.
