海西建设中转变经济发展方式问题分析

摘　　要：党的十七届五中全会强调,加快转变经济发展方式是我国经济社会领域的一场深刻变革。在转变经济发展方式过程中,海西在经济结构、自主创新能力、生态环境保护等方面已经取得了一定的进展,但在产业结构优化程度、资源环境约束等方面仍存在问题。随着海西建设步伐的不断加快,推进产业结构调整和产品转型升级,提高经济发展的质量和效益,已经成为新时期海西建设的核心任务。因此,"十二五"期间采取切实可行的措施,从根本上推进海西转变经济发展方式意义重大。The Fifth Plenary Session of the Seventeenth Central Committee stressed that economic development is to accelerate the transformation of economic and social fields of a profound change.In the course of the transformation of the mode of economic development,the west coast has already made some progress in several aspects like economic structure,the ability of independent innovation,the ecological environment protection and so on.However,there are still some problems with the extent of industrial reconstructuring,environmental and resource restriction,and so on.With the acceleration of the construction of west coast,it has been the core task of the construction of west coast in the new period to carry forward the industrial adjustment,to promote the transformation of the products,and to improve the quality and efficiency of the economic development.Therefore,it is of great significance to take practical measures to carry forward the transformation of the mode of economic development fundamentally during the Twelfth Five-year Plan in west coast.
